Send to PC component RRTs

This component does not generate Runtime Replacement Tags, however all the parameters can contain RRT strings.  For example, when POP3Email is the Capture (source) component, the Send to parameter can be set to ~POP::To~ to dynamically set the recipient based on the name in To value of an email.
